リラ・ピリピーナは、アジア太平洋地域および世界で緊張が高まる中、米国との３か国で安全保障共同体を形成 しようとするフィリピンおよび日本政府の計画に断固として反対します。 



フェルディナンド・マルコス・ジュニア大統領が、先日の訪日の際に、フィリピン人「慰安婦」のための正義の 問題を取り上げることを求める私たちの呼びかけに耳を傾ける代わりに、日本の岸田文雄首相と戦争について話 し合うことを選択したことに、私たちは愕然としています。



 日本がフィリピン女性に対して犯した残忍な犯罪についてまだ謝罪していないことは憂慮すべきことですが、今 回はフィリピン政府が喜んで共犯者として行動し、フィリピンを再び戦争の可能性に引きずり込んでいます。



 私たちは、フィリピンが米中紛争の砲弾の餌食にされる可能性を懸念しています。 私たちの歴史が示している ように、日本の占領と米軍基地の存在は、フィリピン人女性に対する多大な暴力事件を引き起こしましたが、両国はまだ責任を取っていません。



 リラ・ピリピーナは、フィリピン政府は超大国の紛争に関して非同盟の立場を取るべきだと主張しています。弱小国がブロックを形成し、自国民を超大国の軍事衝突の惨害から守る方法として、1960年代の非同盟運動の経験から学ぶべきことがたくさんあります。

 私たちはまた、フィリピン人「慰安婦」の正義への要求を却下し、日本の代弁者として行動するフィリピン政府 の声明に対し激しく抗議します。



 日本が支払った戦後賠償には、日本の戦時性奴隷制のフィリピン人被害者へ の損害賠償金はまだ含まれていませんでした。これは、日本による戦後賠償の支払いが役務や各種契約の形で 1970 年代に完了してからずっと後の 1992 年に初めて明らかになった問題だったからです。 フィリピン政府が、第二次世界大戦で日本の占領によって侵害されたフィリピン女性の名誉と尊厳のために立ち 上がる代わりに、日本の傀儡政府のように振る舞うのは残念ですが、同じ観点から、日本がフィリピン女性に対 して犯した犯罪の残虐性を認識しています。


 指導者が国民の名誉と尊厳のために立ち上がらない国は、なんと 悲惨なことでしょう！ 

90年代に日本政府が設立したアジア女性基金が被害者への補償の一環であるというのも、明らかな欺瞞です。 日本政府自身、これらの資金が日本の市民と企業からの寄付金であることを認めています。 したがって、基金は 政府からの公式の補償ではなく、第二次世界大戦での政府の残虐行為の歴史を恥じた市民による反省の表明でし た。 



私たちは、フィリピンを戦争に引きずり込もうとする計画に反対します。 


私たちは、フィリピン政府に対し、日 本の戦時性奴隷制のフィリピン人被害者の正義のために立ち上がり、日本に対し、その責任を認めることを改め て求めます。

 LILA PILIPINA STATEMENT ON PH PRESIDENT SILENCE ON ‘COMFORT WOMEN’ ISSUE DURING JAPAN TRIP

 LILA PILIPINA staunchly opposes plans of the Philippine and Japanese governments to form a security triad with the United States amidst rising tensions in the Asia Pacific region and globally. We are appalled that President Ferdinand Marcos, Jr. instead of heeding our calls for him to take up the matter of justice for Filipino “Comfort Women”, has chosen to discuss war instead with Japanese Prime Minister Fumio Kishida during his recent visit to Japan. 


It is alarming that Japan has not yet apologized for their brutal crimes committed against Filipino women but it is once again dragging the Philippines into the prospect of war, with the Philippine government this time acting as a willing accomplice. 

We are concerned about the possibility of the Philippines being used as canon fodder in the US-China conflict. 

As our history has shown, both the Japanese occupation and the US Bases’ presence in the country spawned massive cases of violence against Filipino women which both countries are yet to take responsibility for.

 Lila Pilipina maintains that the Philippine government should take a non-aligned position with regards to the superpower conflict. There is much to learn from the experiences of the Non-Aligned Movement of the 60’s as a way for smaller and weaker nations to form a bloc and spare their own peoples from the ravages of superpower military conflicts. We also assail the statement of the Philippine government which acts as Japan’s mouthpiece in dismissing the calls for justice of Filipino “Comfort Women”. 

The war reparations paid by Japan did not yet include money for damages to Filipino victims of Japanese wartime sex slavery as this was an issue that only came to light in 1992, long after the war reparations - in the form of contracts and services -were completed by Japan in the 1970’s.

 It is a shame that the Philippine government acts like a puppet government to Japan instead of standing up for the honor and dignity of Filipino women violated by the Japanese occupation of the country in World War II yet in the same light recognizes the atrocity of the crimes Japan committed against Filipino women.

 How miserable the nation whose leader does not stand up for the honor and dignity of his people! 

It is also plain and pure deception to say that the Asian Women’s fund established by the Japanese government in the early 90’s constitute compensation for the victims. The Japanese government itself admitted that these funds came from Japanese citizens and corporations. The Fund, therefore, was not official compensation from the government but were expressions of remorse by citizens who felt ashamed of their government’s history of atrocious acts in World War II. 

We oppose plans to drag the Philippines into war. We reiterate our calls for the Philippine government to stand up for justice for Filipino victims of Japanese wartime sex slavery and for Japan to owe up to its responsibility.
